Environmental and Social Socialization

COMMITMENT TO THE ENVIRONMENT


We are fully committed to reduce, minimize, and mitigate the impact of development and operations of Central Java CFPP 2 x 1,000 MW in Batang Regency.

 

We make every effort to maintain good environmental condition of physical, chemical, biological, and especially social so that the project site is maintained and sustainable with local communities.

 

We adopt USC (Ultra-Super Critical) technology, to Central Java CFPP, with a higher thermal efficiency. Besides, we also adopt flue gas treatment system and waste water treatment system. Not only the technology but also good management is the key to reducing the impact of an activity on the environment.

 

The commitment of our management has been outlined within the Document of Environmental Impact Assessment (AMDAL) with which we have obtained the Environmental Permit from the Central Java Governor on August 21st, 2013.Community involvement in the project is a key element in maintaining of social conditions and in minimizing the impact that may be caused by our activities. ENVIRONMENTAL AND SOCIAL SOCIALIZATION

 

Community involvement in the project is a key element in maintaining of social conditions and in minimizing the impact that may be caused by our activities. We always try to be openness communities in terms of information access through socialization, consultation, information boards, grievance mechanism, correspondence, and establishment of communication forum.

 

SOCIAL MITIGATION 


After the environmental permit (AMDAL) was issued on August 2013, BPI, along with local government, formulated 3 (three) alternate earnings formula for affected farmers, to address the impact which related with livelihood patterns alteration caused by land acquisition activities. This was based on the consultation with government authorities and representatives of affected households.

 

The three of social mitigation program are:

  

  1. Providing social compensation
  2. Providing the replacement land
  3. Creating new entrepreneurs, by providing technical assistance


In implementing the program, we are together with Batang Government and other stakeholders to formulated criteria for the affected farmers who will be eligible to the social mitigation program. The formulated of the criteria for affected farmers have been stipulated in Batang Regent Decree.

 

Based on the degree, the affected farmers are divided into two criteria, namely Tenant farmers and Daily farmers.

 

Tenant Farmers (TF) are farmers who cultivate specific lands in the Power Block area of Central Java CFPP where the cultivated land is not a family member. The cooperation between land owner and tenant farmers are applied by profit sharing or land lease system.

Daily Farmers (DF) are farmers who work in the Power Block area of Central Java CFPP where the cultivated land is owned by others and the farmers receive daily payment

 

Daily farmers who are included as compensation beneficiary is based on 2 (two) classification:

 

  1. Routinely working in Power Block area of Central Java CFPP ( minimum 2 weeks in a month)
  2. Works as Macul, Mopok, Mupuk, and Ndawut worker, Tandur farmer, Matun Farmer or Jasmine/Cacao Plantation worker. 

Tenant farmers and daily farmers who are eligible of social mitigation measures are limited to those who had worked in Power Block area of Central Java CFPP, earlier of before the issuance of Bupati Decree on October 21st 2013 or before the land purchased by PT BPI for Development of CFPP.

 

Other workers who are not included in the above categories are not entitled for social mitigation program. 



1. Social Compensation


Social compensation program is offered for temporary programs in a form of providing a source of income until tenant farmers get their harvest from their replacement land and daily farmers get alternative job. Since 2013, we have been conducted coordination with local government and community to ensure that social compensation can be executed on target. 


2. Replacement Land 


BPI will prepare the replacement land in an area that is equivalent to the land lost for affected tenant farmers.

  

Currently BPI is preparing the replacement land by preparation of the lands, by facilitating development of new irrigation channel and upgrading the existing irrigation, and by improving land quality process so that lands will be converted into paddy fields.

 

Replacement land program will be further elaborated based on the consultation with Batang regency and related stakeholders.

 


3. Creating New Entrepreneurs by Providing Technical Assistance


Through of Corporate Social Responsibility (CSR) program, creation of new entrepreneur process began with stakeholders in related villages with prioritizing the interests and talents of the effected communities.

 

Support available for income generation includes facilitating motivating Project Affected Peoples in capitalizing the income restoration activities. For this purpose, BPI’s CSR team along with NGOs will help Project Affected Peoples on opting and making feasible income generation activities for rehabilitation. To achieve this goal, adequate rehabilitation assistance will be offered to the PAPs to restore their livelihood and income.

 

The programs initiated by the CSR team aim at creating sustained employment by strengthening rural infrastructure. In addition to the project sponsored programs, NGOs such as LDP-KJKS Bina Mandiri and Koperasi Mitra Dhuafa will play a proactive role to mobilize various microfinance schemes and ensure their accessibility and benefits to PAPs, particularly the tenant farmers, farm workers, elderly, women headed households and other vulnerable groups by forming self-help groups.
